Assassination of Juan Francisco Solórzano Foppa
Overview
On October 17, 2026, prominent Guatemalan anti-corruption lawyer and former head of the Tax Administration (SAT), Juan Francisco Solórzano Foppa, was assassinated during an armed attack at the Campo Marte sports complex in Guatemala City. The shooting, which occurred while Solórzano Foppa was playing soccer, also killed Gustavo Adolfo Aguilar Gamarro and injured at least five others. Forensic reports indicated Solórzano Foppa died from gunshot wounds to the skull, while Aguilar Gamarro died from a wound to the thorax. Solórzano Foppa, 43, was known for public denunciations regarding alleged corruption and links between political figures and criminal gangs such as Barrio 18 and Mara Salvatrucha. Despite being under police protection at the time of the attack, he was shot multiple times in front of one of his sons. Following the arrest of brothers Rigoberto Choc Toz and Daniel Zaqueo Choc Toz, a judge ordered their release on October 18, citing a lack of sufficient evidence. In response, Minister of the Interior Marco Villeda announced the temporary suspension of the National Civil Police agents involved. On October 22, National Civil Police (PNC) Director David Boteo announced that authorities expect to make the first arrests within 15 days. Boteo addressed controversies regarding police operations, stating that agents follow specific protocols and that no orders were given to act outside the law. Meanwhile, the Human Rights Ombudsman's Office (PDH) has opened two investigations: one targeting the Ministry of the Interior and the PNC regarding the detention of the Choc Toz brothers, and a second into potential rights violations related to the incident. The daylight assassination has intensified concerns regarding the rule of law in Guatemala, with observers characterizing the crime as a demonstration of the “growing audacity and impunity of organized criminal groups.”
