While this group previously comprised 12 percent of new hires, the Minister currently views approximately ten percent as a “sensible upper limit” to maintain quality while leveraging private-sector experience. To support these educators, Wiederkehr aims to improve onboarding processes to mitigate high workloads and role ambiguity. To further modernize the profession, Austria is reforming secondary school teacher training to be more practical and concise. Starting in the 2026/27 academic year, the program will follow the international Bologna standard, consisting of a three-year Bachelor’s degree and a two-year Master’s degree. This aligns the duration of secondary training with primary school training by reducing hours dedicated to educational science fundamentals. The reform introduces stricter requirements for regional training associations, mandating focuses on inclusive pedagogy, German as a second language, digital media, and linguistic, cultural, and religious diversity. For example, the North-East association has integrated topics such as crisis competence and AI into a new “School Competence Field.”
