BGK funding initiatives and Port Polska budget challenges
Overview
Bank Gospodarstwa Krajowego (BGK) has initiated several financial support mechanisms aimed at strengthening Poland’s strategic sectors. Through its subsidiary, Chrobry, the bank supports companies specializing in defense technologies such as radar systems, cybersecurity, and advanced military solutions. Additionally, the ‘Horyzont 50’ program provides long-term financing for local government infrastructure projects, offering flexible scopes and repayment periods of up to 50 years. BGK has also explored a credit of up to 10 billion PLN for the construction of Poland’s first nuclear power plant at the Lubiatowo-Kopalino site. Regarding the Port Polska project (formerly CPK), the initiative faces a significant budget deficit exceeding 20 billion PLN. This shortfall is primarily attributed to a reduction in expected European Union subsidies for the High-Speed Rail project, with projections suggesting Poland may receive only between 10 billion and 12 billion PLN of the originally estimated 33.6 billion PLN. To mitigate this gap, BGK President Mirosław Czekaj confirmed that preliminary discussions are underway to provide financing. The bank is considering a maximum scenario of up to 20 billion PLN in loans, potentially split into 10 billion PLN for the aviation component in Baranów and 10 billion PLN for the railway component. BGK Vice President Maciej Kliś recently clarified at the XVI Railway Congress in Warsaw that while the bank is interested in the strategic investment, regulatory limits restrict its potential financing to a maximum of 20 billion PLN. He noted that the exact level of involvement will depend on future financial plans from the company, particularly following leadership changes at Centralny Port Komunikacyjny. Beyond Port Polska, BGK has expanded its international cooperation by signing a memorandum of understanding with Hungarian development institutions MFB Hungarian Development Bank and Eximbank Hungary.
