Alta Banka crisis: License revocation and regional impact

Overview

The banking crisis involving Alta Banka has intensified in Serbia, North Macedonia, and Montenegro. In Serbia, the National Bank of Serbia (NBS) revoked the operating license of Belgrade-based Alta Banka a.d. Beograd due to undercapitalization, illiquidity, and a rapid deterioration in financial condition. The bank has entered insolvency proceedings under the management of the Deposit Insurance Organization (AOD), all payments have been suspended, and its accounts have been blocked. Deposits for individuals, entrepreneurs, and micro, small, and medium-sized enterprises are protected up to 50,000 euros per depositor. The revocation follows reports of significant capital outflows. Attorney Ivan Ninić has alleged an intensive and accelerated transfer of funds to accounts and legal entities in Moscow and Skopje, requesting an extraordinary audit. Amidst the transition of power following the October 25 elections, the Studentska Lista has called for increased oversight of cross-border financial transactions to prevent capital flight during the government formation period.

In North Macedonia, the National Bank placed Alta Banka Bitola under temporary administration to protect assets. Governor Trajko Slaveski reported that approximately 2 million euros were withdrawn via cash and transfers in the two days preceding the intervention. To manage liquidity, the central bank imposed a weekly limit of 10,000 denars on card payments for individuals, though internal transfers remain unrestricted. Slaveski emphasized that the Bitola branch remains highly capitalized and liquid, noting the administration is a preventive measure due to the Serbian parent company and may last up to three months.

In Montenegro, the Central Bank of Montenegro (CBCG) revoked the license of the payment institution Alta Pay Group DOO Podgorica. The CBCG determined the company no longer meets legal requirements regarding the suitability of qualified shareholders and the need for stable, secure operations.
