Bihar police encounter investigation: Warrants issued

Overview

Student activist Bharat Bhushan Tiwari was killed in a disputed police encounter in Bhojpur district in June 2023. His family, alleging a staged shooting of an unarmed man who had already surrendered, began an indefinite hunger strike demanding the arrest of the involved officers and the withdrawal of false cases.

On 3 July 2026, Union Minister Chirag Paswan met the Tiwari relatives, condemned the killing, and promised swift arrests, urging the state chief minister to enforce strict punishment of the police personnel involved. Two weeks later, on 24 July 2026, the Bihar government removed Jagdishpur district magistrate Sanjit Kumar, attaching him to the Patna headquarters. A judicial inquiry commission chaired by retired Justice Vinod Kumar Sinha was tasked with gathering statements.

On 31 July 2026, Special Task Force (STF) officer Akshay Kumar was arrested by Ara police for his alleged role in the encounter, marking the first custodial action in the case. This followed continued pressure from Tiwari’s mother, Asha Devi, through her hunger strike.

On 10 August 2026, an Ara CJM Court issued non-bailable warrants against 11 individuals, including former SDM Sanjit Kumar, former SDPO Rajesh Kumar Sharma, and former Shahpur SHO Rajesh Malakar. The court ordered that the accused be arrested and produced by 12 August. The case remains centered on the family’s allegation of a “fake” encounter, contrasting with police claims of a retaliatory exchange of fire.
