Bosnia and Herzegovina trade and customs policy

Overview

Bosnia and Herzegovina is addressing economic challenges related to trade deficits and import values. While data from the first eight months of 2026 showed a 37.2% increase in domestic exports, a significant trade gap persists, exemplified by a 10.6% rise in the value of ice cream and edible frozen product imports.

To support the domestic economy, the Council of Ministers has approved a decision to temporarily suspend or reduce customs duties on 74 types of goods. Proposed by the Ministry of Foreign Trade and Economic Relations, this measure targets raw materials and components that cannot be sourced locally in sufficient quantity or quality. The decision affects sectors including textiles, leather, footwear, chemical, metal, electrical, food, graphic, automotive, and hygiene products. Supported by the Foreign Trade Chamber of Bosnia and Herzegovina, the measure is set to be applied from January 1, 2027, through December 31, 2027.

In a separate move to address inflation, the Administrative Board of the Indirect Taxation Authority (UIO) has proposed increasing the value threshold for exemption from import and export duties. The proposal suggests raising the threshold by 50 percent, from 30,000 KM to 45,000 KM, to align with rising procurement costs and official consumer price index data. This adjustment must be reviewed and approved by the Council of Ministers before implementation.
