Brazil 2026 AI political deepfake controversy
Entities: Jair Bolsonaro · Flávio Bolsonaro · Supreme Federal Court (STF) · Alexandre de Moraes · Brazil
Overview
In late July 2026 Brazil’s political arena was destabilised by synthetic media favouring Senator Flávio Bolsonaro. A 46‑second AI‑generated video depicting former President Jair Bolsonaro endorsing his son aired at the Liberal Party convention on 25 July, prompting the Federation Brazil of Hope (PT, PV, PCdoB) to lodge legal actions with both the Electoral Tribunal and the Supreme Federal Court. The parties demanded the clip’s removal, fines for the Liberal Party and Flávio Bolsonaro, and argued it violated restrictions on Jair Bolsonaro’s political speech while under humanitarian house‑arrest.
Two days later an AI‑crafted avatar of Jair Bolsonaro appeared at Flávio’s campaign launch, delivering a direct appeal to supporters, intensifying the debate over the legality and ethics of AI‑generated political messaging.
On 29 July Supreme Court Minister Alexandre de Moraes ordered Bolsonaro’s defence to answer within 48 hours whether he authorised the deep‑fake video. Moraes warned that authorisation could breach the conditions of Bolsonaro’s house‑arrest and trigger its revocation, while a denial could deem the material an illegal deep‑fake, exposing Flávio Bolsonaro and the Liberal Party to possible ineligibility under electoral law. The order reiterated that Bolsonaro remains under house arrest, his political rights are suspended following a conviction for an attempted coup, and he is prohibited from making political‑electoral statements, directly or through third parties. The minister also set a 15‑day deadline for the Prosecutor‑General to comment on Flávio’s refusal to testify after a Federal Police accusation of calúnia against President Luiz Inácio Lula.
