Brazil bus safety and accessibility inspections

Overview

In early July 2026, the João Pessoa municipal mobility agency (Semob-JP) launched mandatory inspections of school-transport vehicles for the second semester. During the first week, 50 of 100 authorized operators presented vehicles; 35 received certification, while 15 were rejected for deficiencies. Leonardo Campos, head of the Special Transport Section, noted that late inspections incur a fine of R$ 40.40.

By late July, enforcement expanded statewide. In Ceará, the State Consumer Protection Program (Decon) fined three intercity operators—São Benedito, Guanabara, and Princesa—during “Operação Férias” for missing passenger information, lack of accessible vehicles, and absent safety certifications. In Maranhão, a court ordered the municipal government of Imperatriz and the concessionaire Rio Anil Transporte to regularize services, imposing a R$ 1 million penalty for infractions including expired safety equipment and missing disability access.

As the month concluded, Petrolina, Pernambuco, set a deadline for the mandatory inspection of public-transport vehicles older than five years. In Barbacena, Minas Gerais, a joint inspection led to the revocation of authorizations for four vehicles and the identification of buses with inoperable accessibility lifts and body-work defects.

In mid-August, authorities in Rio de Janeiro conducted a multi-agency inspection at a city center bus terminal. The operation resulted in five citations and the grounding of three vehicles due to irregularities such as expired licensing from 2023, malfunctioning seatbelts, and inoperable elevators for people with disabilities.
