Brazil condominium fees and legal reforms

In late July 2026, Brazil’s Civil Code amendment (Law No. 14.309/2022) was highlighted for permanently allowing fully virtual or hybrid condominium meetings. The law mandates clear notice of the meeting format, platform identification, and secure voting procedures, with recordings kept for verification. A related court decision in Paraná applied a precedent to shift a condominium’s unpaid debt of R$ 204,415.62 onto its owners when the condominium lacks assets.

A few days later, data showed that average monthly condominium fees rose to R$527.45, a 4.6% increase over the previous year, outpacing inflation. The rise was linked to higher payroll costs, utility tariffs, maintenance contracts, and investments in technology and security. Debt protests at notary offices surged by over 80% in the first half of 2025, reflecting growing financial pressure on owners. The construction sector’s record launch of 453,005 residential units in 2025 expanded the pool of condominiums facing these operational cost challenges.
