Brazil renewable energy curtailment and grid stability risks

Overview

Brazil’s national grid operator, ONS, has implemented emergency curtailment plans to manage an unprecedented surplus of renewable energy. This measure, described as an “exceptional” step to maintain system frequency, targets wind and solar generation to prevent imbalances caused by high output and lower demand.

Following initial generation cuts, the Brazilian Ministry of Mines and Energy announced that 1,539 wind and solar photovoltaic plants filed for compensation. These requests cover approximately 53 GW of installed capacity, representing about 91% of the 56 GW considered eligible for the period between September 1, 2023, and November 25, 2025. The government is negotiating reimbursements, potentially totaling R$ 3.3 billion, in exchange for companies withdrawing legal actions.

In August 2026, ONS activated its Surplus Management Plan for the distribution network for the second time that year. The restriction, which occurred on August 23, targeted Type 3 generation plants connected to distribution networks. Alexandre Zucarato, Planning Director at ONS, stated that increasing power generation during daylight hours “no longer makes sense,” as new capacity often merely displaces existing available generation.

New challenges have emerged regarding unauthorized solar expansion. ONS suggests that by 2025, at least 14 GW of photovoltaic power could be operating irregularly, a volume comparable to the Itaipu Hydroelectric Plant. Vinicius Gibrail of TÜV Rheinland South America noted that failing to communicate capacity increases to Aneel is illegal and can result in costs for other consumers, similar to “traditional electricity theft.”

Structural challenges persist as the transition toward a free market poses financial risks to distributors, who face difficulties passing on fixed costs while losing commercialization revenue.
