Brazilian credit cooperative expansion

Overview

Credit cooperatives in Brazil are expanding their financial reach and economic influence. The Sistema OCB has proposed new credit programs to the Superintendência do Desenvolvimento da Amazônia (Sudam) to increase funding for remote municipalities in the Amazon region through the 2027 Annual Programming of the Constitutional Financing Fund for the North (FNO).

In recent discussions in Brasília, Sistema OCB executive president Tania Zanella presented proposals to Sudam aimed at ensuring equitable conditions between cooperatives and other financial institutions. Zanella noted that cooperative credit coverage in northern municipalities rose from 25.6% to 42.2% between 2019 and 2025. Nationally, cooperatives now operate in 3,287 municipalities, maintaining an exclusive presence in 1,072 cities.

To support business stability, Sebrae has implemented an ‘Assisted Credit’ methodology within the cooperative system. By utilizing the Micro and Small Business Guarantee Fund (Fampe), this three-stage approach—covering pre-credit planning, contracting, and post-credit monitoring—has helped micro and small businesses achieve a 90% repayment rate. Valdir Oliveira, Sebrae National Manager of Capitalization and Financial Services, stated the objective is to ensure credit acts as a “lever for growth rather than a source of debt.”
