Brazilian municipal tax collection and deadlines

Overview

Brazilian municipalities are managing various tax collection deadlines and administrative changes for 2026.

In early August, cities such as Bragança Paulista and São Luís set August 10 as a deadline for IPTU property tax installments. In Bragança Paulista, a 5.17% IPCA adjustment was applied, which led to approximately 59% of owners receiving a reduced tax bill. In São Luís, residents can utilize decentralized service points and digital platforms like PIX to settle the second installment.

By mid-August, other municipalities reported different schedules and structural changes. Caraguatatuba established deadlines for the Fixed Service Tax (ISS) and various licensing fees, with installments continuing through December. In São Joaquim, authorities announced that the Solid Waste Collection and Disposal Fee would be decoupled from the IPTU starting in 2026. This change, which moves the fee to a separate payment slip, was implemented because municipal databases could not be integrated with the CASAN water billing system.

In late August, Parauapebas extended its 2026 IPTU single-payment deadline to October 30 as part of the ‘IPTU Premiado’ campaign, which offers prize draws for vehicles to incentivize timely payments. Additionally, the Brazilian Federal Revenue Service notified municipalities that they have until August 31 to join the Exceptional Installment Program for Social Security Debts (PEM 2025). This program, established via Constitutional Amendment No. 136, aims to regularize over R$ 3 billion in eligible debts through specific conditions, including a 40% reduction in certain costs.
