Bulgaria-Turkey-Georgia regional energy and transport links

Overview

Bulgaria and Turkey continue to advance regional connectivity through land, air, and rail transport, alongside digital and energy cooperation. Recent discussions between Bulgarian and Turkish officials have focused on strengthening economic exchange and adapting the agreement between Bulgargaz and BOTAŞ to current market conditions to facilitate natural gas supplies. Infrastructure efforts include the proposed 71 km Odrin - Lesovo - Elhovo - Yambol railway line to alleviate congestion at the Kapitan Andreevo - Kapıkule border crossing.

On a broader scale, Georgia, Azerbaijan, Turkey, and Bulgaria are negotiating a land-based electricity transit corridor to facilitate electricity supplies to Europe through Georgian territory. Turkish Minister of Energy and Natural Resources Alparslan Bayraktar has formally announced this green energy interconnector project, describing it as the ‘TANAP of electricity.’

The project, which saw preliminary preparations during COP29 in Baku, will be developed in stages. The initial phase will utilize existing infrastructure, including the 700-megawatt connection between Türkiye and Georgia, as well as existing links between Azerbaijan and Georgia, and Türkiye and Bulgaria. Future stages aim to increase transmission capacity, with the potential to connect the wider Turkic world if integrated with agreements involving Kazakhstan and Uzbekistan.
