Burgenland truck toll implementation dispute

The Austrian state of Burgenland has announced plans to introduce tolls for heavy goods vehicles exceeding 3.5 tons on specific state roads starting January 1, 2027. The initiative, covering 144 lane kilometers across the Eisenstadt, Oberpullendorf, and Oberwart districts, is intended to fund road maintenance and safety. Provincial councilor Heinrich Dorner noted that the measure ensures those responsible for road wear and tear contribute more to the costs.

The Central Association of Freight Forwarding and Logistics (ZV) has expressed strong opposition, with President Alexander Friesz characterizing the move as “an affront and the completely wrong signal for the business location.” The ZV warned that regional tolls could create a “patchwork of tolls” across Austria, potentially fragmenting the country into nine different regional systems. Managing Director Oliver Wagner emphasized that road freight is essential for rural supply chains where rail alternatives are often unviable for the “last mile.”

In response to criticism from business representatives and political opponents, Burgenland Governor Hans Peter Doskozil announced plans to revise the proposed system. The revised proposal aims to refine legislation to target transit and diversionary traffic specifically, seeking to protect local businesses from undue financial burdens while preventing heavy vehicles from damaging state roads.

Opposition remains significant; the FPÖ has criticized the plan as a potential for “double taxation,” noting that heavy vehicles already pay motorway tolls. While the Chamber of Commerce and the Industrial Association have expressed a willingness to cooperate on a practical solution, critics warn that local companies, such as construction and beverage distributors, could face substantial additional annual costs.
