Pannun alleges these threats are evidence of “ongoing transnational repression by India against the pro-Khalistan movement,” claiming over 100 Canadians are on a “kill list” under surveillance by Indian intelligence. This follows previous U.S. Justice Department allegations involving an assassination plot against Pannun and the guilty plea of Nikhil Gupta for murder-for-hire conspiracy.
