Chihuahua prosecutor investigation into U.S. agent activity
Overview
Legal proceedings involving former Chihuahua prosecutor César Gustavo Jáuregui have brought to light allegations of coordinated activities between Mexican state officials and U.S. agents. Testimonies from over 40 members of the State Attorney General's Office suggest that foreign agents visited the region multiple times between late 2025 and early 2026, operating within the State Public Security Complex and participating in tactical training in Jacksonville, Florida.
Evidence presented during hearings includes GPS data and hotel reservations linked to foreign personnel. Witnesses also alleged that a former prosecutor of Strategic Operations may have provided weapons to these agents during an operation in El Pinal. This operation, an April raid, reportedly resulted in a crash that caused the deaths of two Americans and two Mexican officers.
A dispute has emerged between the Fiscalía General de la República (FGR) and President Claudia Sheinbaum regarding the El Pinal incident. While the FGR claims the operation dismantled a clandestine drug laboratory with the assistance of foreign agents, President Sheinbaum stated that no laboratory was dismantled and that officials merely visited the site for inspection. President Sheinbaum further noted that Chihuahua Governor Maru Campos identified Jáuregui as the individual responsible for bringing CIA agents into the raid.
Jáuregui faces charges of treason and violations of the National Security Law. The FGR alleges he authorized the entry of U.S. agents to perform tasks that fall exclusively under local law enforcement jurisdiction without federal authorization. A federal judge is expected to decide on October 24 whether Jáuregui will proceed to trial.
