Conclusion of UN political mission in Somalia
Overview
The United Nations Transitional Assistance Mission in Somalia (UNTMIS) officially concluded its operations on October 31, 2026. This marks the end of over three decades of successive UN political missions aimed at rebuilding the nation following its civil war.
The mission’s closure follows a 2024 request from the Somali administration, which the UN Security Council supported through a two-year transition period. Responsibilities previously held by UNTMIS, including governance, constitutional review, reconciliation, and electoral support, have been transferred to Somali state institutions, UN agencies, and the UN Support Office in Somalia (UNSOS). While the political mandate has ended, approximately 25 UN resident agencies and funds will maintain a presence to continue work in humanitarian aid, human rights, and sustainable development.
As the mission concludes, the Somali Council of Ministers has approved a $1.26 billion national budget for 2027, representing a 9.2 percent reduction from the previous year. Security transitions are also underway, with African Union forces preparing to hand over three key positions in the southern Lower Shabelle region to the Somali National Army in early November.
In response to the transition, the UN Security Council is scheduled to hold a special session in November. Discussions will focus on the future of the African Union Support and Stabilization Mission in Somalia (AUSSOM), its financial challenges, and the potential extension of sanctions against the Al-Shabaab group. These developments occur amid ongoing political divisions between the federal government and regional administrations in Puntland and Jubaland, as well as continued conflict with Al-Qaeda-linked militants.
