Correios postal service strike in Brazil

Overview

Workers at the Brazilian state-owned postal service, Correios, have launched an indefinite nationwide strike following the collapse of salary negotiations and failed mediation at the Superior Labor Court (TST). The strike, approved by 35 unions and coordinated by the Inter-state Federation of Postal Workers and Telegraphs (Findect) and Fentect, began on September 10.

A central point of contention involves the management of the health insurance plan for employees, retirees, and their families. Findect expressed concerns regarding the company’s proposal to change its role as the plan’s maintainer, specifically regarding funding and the guarantee of medical assistance. Additional disputes include salary adjustments, holiday bonuses, compensation for work on rest days, and the ‘Ticket Extra’ (Vale Peru). Workers are also protesting a restructuring plan that includes closing agencies and reducing postal districts.

In response to the strike, TST President Minister Vieira de Mello Filho issued an injunction requiring Correios to maintain at least 80% of its workforce in active duty across every unit. The court specified that this 80% requirement must be met individually per unit, shift, and activity, prohibiting the compensation of staff shortages in one area with surpluses in another. This mandate covers customer service, processing, transport, distribution, and essential administrative or support areas. The court noted that the service is essential, highlighting that the strike could impact future electoral processes.

A formal judgment regarding the legality of the strike and the collective dispute is scheduled for September 21. To mitigate service disruptions, Correios has activated a business continuity plan involving the mobilization of administrative staff for operational roles and the rearrangement of vehicles. While the company aims to keep its service network open, services such as PAC and Sedex may experience delays.
