Overview

Crime and public safety in Chihuahua are increasingly defined by high rates of violence and a growing mental health crisis. While vehicle and motorcycle thefts saw a 26% decrease through July compared to the previous year, other indicators remain critical.

Violent crime continues to impact vulnerable populations. Data from the Network for the Rights of Children in Mexico (Redim) identifies Chihuahua as the sixth most lethal state for the homicide of children and adolescents, with 59 recorded deaths, primarily among those aged 15 to 17. Additionally, the state ranks seventh nationally in absolute femicide numbers and sixth by rate. Deputy Jael Argüelles has characterized these figures as “shameful” and “overwhelming,” noting that violence against women affects all age groups.

Mental health concerns have escalated significantly. The state’s suicide rate has reached 13.7 per 100,000 inhabitants, more than double the national average of 6.7. In response, the Municipal Institute for Health Care and Prevention (IMPAS) organized the ‘Luces por la Vida’ walk to promote the ‘Hablar Salva Vidas’ crisis hotline. Concurrently, the Universidad Autónoma de Chihuahua (UACH) held its 1st International Mental Health Congress to address suicide prevention.

By September 2026, IMPAS reported that 525 individuals required psychological containment for mental health crises that could have resulted in suicide. The ‘Hablar Salva Vidas’ helpline received 4,271 calls during the same period. To expand support, the municipality is developing a digital mental health platform to provide 24-hour assistance, including video calls with specialists, alongside ongoing prevention programs in schools.
