Cuiabá waste collection labor dispute and service resumption

Overview

Waste collection services in Cuiabá resumed following a mobilization by workers from Locar Saneamento Ambiental. The labor movement was driven by grievances including allegations of labor rights violations, excessive overtime, inadequate staffing, and claims of moral and racial harassment by supervisors. Workers also demanded salary increases and the regularization of social security deposits.

Following the initial mobilization, the service reached a 99% execution rate using 31 trucks to collect approximately 550 tons of waste. Operational monitoring was implemented via a Heat Map tool to track performance and adjust routes. Additionally, worker benefits were expanded, including a monthly snack voucher and an increase in food allowances from R$ 960 to R$ 1,100.

However, a subsequent partial strike reduced operations to approximately 30%, causing waste to accumulate in over 20 neighborhoods, such as Pedra 90 and Pascoal Ramos. This second disruption was also centered on demands regarding salaries, benefits, and working conditions, including FGTS deposits. Service returned to 100% capacity after the Labor Court granted an urgent injunction (interdito proibitório) in favor of Locar Saneamento Ambiental. This court order authorized police support to ensure trucks could exit the garage and imposed a daily fine of R$ 10,000 on protesters in case of non-compliance. The municipal cleaning agency, Limpurb, continues to monitor the situation to ensure contract compliance.
