Harris Christodoulou, an executive engineer for the Department of Public Works, stated that the primary challenge is “enforcement and policing by the police and local authorities.” Similarly, Sotiris Ioannou, chairman of the Parliamentary Transport Committee, emphasized that the current issue is not a lack of legislation, but rather the “effective application of existing laws.”

Recent data presented to the Parliamentary Transport Committee highlights a geometric increase in complaints regarding personal mobility devices. In the first eight months of the current year, 5,141 complaints were recorded, compared to 2,499 in 2024 and 2,766 in 2025. These incidents have resulted in multiple casualties, including two deaths and seven injuries, with a significant number of accidents occurring in Limassol.

In response, lawmakers are debating solutions ranging from stricter oversight and potential device bans to improved infrastructure. The Cyprus Police have suggested that providing adequate spaces and alternative routes for users may be more effective than mandatory registration.
