Czech Republic administrative and healthcare reforms

The Czech government has initiated several administrative and digital reform packages. In late August 2026, the government approved a ‘Business Package’ aimed at reducing bureaucracy for companies and self-employed individuals. This initiative includes the digitalization of state administration, the creation of an Entrepreneur Portal to centralize public services, and the introduction of the Unified Inspection Evidence Portal (JePEK) to coordinate inspections across authorities.

Following this, the Ministry of Health announced a major healthcare reform package involving amendments to four key laws. Minister Adam Vojtěch stated that a proposal regarding healthcare electronization, including mandatory e-requests (eŽádanky) to monitor examination waiting times, is expected to be submitted to the government by the end of September. These e-requests are intended to be functional by mid-2027, with mandatory electronic documentation required by January 1, 2029. Other planned reforms include prohibiting deficit spending in health insurance, strengthening nursing competencies, and establishing a new National Institute of Public Health.

To support these digital transitions, the EZKarta mobile application has undergone significant updates. Originally utilized as an electronic vaccination certificate during the pandemic, the app has expanded to provide comprehensive access to personal health data. Users can now view ten selected laboratory parameters and their historical values from the last five years to track trends, access blood donor cards, and view medical reports. The app also allows for the management of profiles for minor children or authorized relatives and tracks eligibility for preventive screenings, such as colorectal, breast, and prostate cancer.

While the National Association of Patient Organizations (NAPO) welcomed the reduction in manual documentation transport, full functionality remains dependent on physician participation. Currently, approximately 2,500 out of 5,000 doctors are connected to the system, with officials aiming for 100 percent integration by the end of the year.
