Overview

Tung Chee-hwa, the first Chief Executive of Hong Kong following the 1997 handover from British to Chinese rule, died at the age of 89 on September 8. Former chief executives Leung Chun-ying, Carrie Lam, and Donald Tsang were also in attendance.

Reflections on Tung’s leadership note his departure from the ‘positive non-interventionism’ model of the former British administration. He advocated for an active government to drive economic diversification and sought to strengthen ties with mainland China. While his policies, such as housing initiatives and Pearl River Delta integration, faced opposition from the social elite during his tenure, his philosophies have since become widely accepted. Audrey Eu, a founding member of the Civic Party, praised his broad-mindedness, recalling his expressed desire to listen to all opinions that benefited the country and Hong Kong.
