Debt negotiation campaigns in Brazil

Overview

In late 2026, various entities in Brazil launched initiatives to facilitate debt regularization for consumers. The Brazilian Federation of Banks (Febraban) initiated a national campaign throughout November in partnership with the Central Bank of Brazil, the National Consumer Secretariat (Senacon), and consumer protection agencies. This program involves over 160 financial institutions offering modified payment conditions, reduced interest rates, and extended periods for debts such as credit cards, overdrafts, and payroll loans, though it excludes collateralized debts like real estate or vehicle financing. Consumers can negotiate through official creditor channels or the Consumidor.gov.br portal. Concurrently, the water utility Companhia de Águas e Esgotos da Paraíba (Cagepa) launched its seventh “Fique em Dia com a Cagepa” campaign in the state of Paraíba. Running until November 30, 2026, this program offers residential, commercial, and industrial customers up to 100% discounts on interest and fines, and up to 90% discounts on fines related to irregularities. The utility allows for payments in up to 60 installments. Adding to these efforts, Serasa launched the 36th edition of its “Limpa Nome” campaign, which runs until December 6, 2026. The initiative provides over 750 million renegotiation offers through more than 3,300 partner companies, including banks, telecommunications, and utility providers. The campaign offers discounts of up to 99% and installment options starting at R$ 9.90 for up to 72 payments. To facilitate access, consumers can use Serasa’s website, mobile app, or official WhatsApp channel, or seek in-person assistance at over 7,000 participating Correios agencies nationwide. These efforts follow reports of high national delinquency. Serasa data from September indicated a historical high of 84.2 million people with overdue accounts, totaling R$ 597.4 billion in debt. This represents 51.1% of the adult population, the highest percentage since 2016.
