Delhi Jal Board corruption investigation

Overview

The Anti-Corruption Branch (ACB) arrested former Delhi Minister and Aam Aadmi Party (AAP) leader Satyendar Jain in connection with alleged irregularities in the Delhi Jal Board (DJB) sewage treatment plant (STP) tendering process. Investigators alleged that tender conditions were manipulated with restrictive technical specifications to favor Euroteck Environment Pvt. Ltd., limiting competition. The ACB also claimed a bribe trail involving the former DJB CEO and noted that the capacity of the Rohini STP was arbitrarily increased without a technical feasibility study, leading to a cost escalation of approximately Rs 123 crore.

Special Judge Dig Vinay Singh of the Rouse Avenue Courts has since granted bail to Jain. In the ruling, the court criticized the ACB for what it termed an “arbitrary” arrest, highlighting an “unexplained and extraordinary delay” of 27 months between the registration of the FIR in May 2024 and Jain’s arrest on August 18. The judge noted that the evidence presented was “prima facie insufficient” to deny bail and determined that Jain was not a flight risk.

As the investigation continues, the ACB has arrested Satish Chandra Vashisht, the former Chief Engineer of the Delhi Jal Board. On September 8, a Delhi court granted the ACB two days of police custody for Vashisht. The investigation aims to determine his role in approving restrictive technical specifications and whether confidential internal tender information was improperly shared to favor M/s Euroteck during the upgrade of 10 STPs.
