Dominican Republic energy transition and security

Overview

The Dominican Republic is pursuing various initiatives to modernize its energy sector and reduce dependence on imported fuels.

The government has initiated processes to expand energy storage and electrical generation capacity. This includes plans for Battery Energy Storage Systems (BESS) to add 200 MW of storage to renewable energy parks, as well as larger projects targeting generation capacities between 600 and 900 MW. Minister of Energy and Mines Joel Santos has further specified that the nation is targeting battery storage expansion of between 600 and 800 megawatts by 2028 to support system stability and renewable energy.

To optimize the existing grid, the government is emphasizing the digitalization of electrical services and intelligent demand management. A new strategy has been launched to address electrical distribution losses, which currently stand at approximately 39%. The government aims to reduce this figure by 4 to 5 percentage points by 2028 through the rehabilitation of over 2,000 kilometers of networks, the installation of 18 substations, and the acquisition of new transformers and smart meters.

Complementing these infrastructure developments, private sector leaders have proposed accelerating the electrification of freight transport. Rolando González Bunster, president of InterEnergy Group, noted at Evergo Fest 2026 that expanding charging infrastructure for trucks and buses could mitigate the economic impact of volatile international oil prices. He asserted that electric transport could be “eight times cheaper than gasoline-powered alternatives,” offering a method for companies to reduce operational expenses and decrease dependence on imported fuels.

The Inter-American Development Bank (IDB) has warned that high energy losses hinder national competitiveness and discourage investment in sectors such as free trade zones, suggesting modernized infrastructure and independent regulation.
