Dominican Republic state audit transparency dispute
Overview
Journalist Hansel García initiated a public demand for the Comptroller General of the Dominican Republic, Geraldo Espinosa, to release approximately 390 unpublished state audits. García argued that withholding these reports violated transparency policies and announced symbolic daily protests to pressure the official.
In response to the calls for transparency and following instructions from President Luis Abinader Corona, the Contraloría General de la República announced it would begin a gradual publication of audit results covering the period from August 2020 through December 2025. General Comptroller Espinosa Pérez noted that while the law does not strictly mandate the release of these internal reports, the initiative aims to increase public access to fiscal oversight. The publication process will exclude institutions currently being audited by the Cámara de Cuentas.
On October 2, the Comptroller General released an initial batch of 28 new reports, consisting of 25 integral audits and three follow-up reports. This release brings the total number of publicly available audit reports to 67. Among the findings, an internal audit of the National Council for the Elderly (CONAPE) revealed that the institution made disbursements totaling over RD$162 million without the required legal supporting documentation, such as certifications from the State Provider Registry (RPE) and the Tax Administration (DGII). CONAPE has indicated it is currently in the process of rectifying these findings.
Espinosa Pérez stated that this decision aims to strengthen accountability, marking what has been described as a “significant unprecedented step” for the wide-scale disclosure of internal government audit findings in the country.
