Driver and vehicle licensing in Paraná, Brazil
Overview
In July 2026, Brazil’s National Traffic Council (Contran) issued a nationwide extension for driver’s licence (CNH) and moped permit (ACC) validity. This measure allows documents expiring between 5 June and 8 September 2026 to remain valid until 9 September 2026. This extension was particularly relevant in the state of Paraná, where the Department of Transit (Detran-PR) had suspended the scheduling of mandatory medical and psychological exams to implement a new fee structure aligned with federal limits.
By August 2026, the focus in Paraná shifted to the annual vehicle licensing schedule. The process began on 14 August for vehicles with license plates ending in 1, with a staggered deadline sequence continuing through 27 November for plates ending in 0. To obtain the Certificate of Registration and Licensing of the Vehicle (CRLV), owners must pay a licensing fee of R$ 94.61 and settle all outstanding debts, such as IPVA taxes and traffic fines. Payments can be made via PIX, with the digital certificate becoming available within 15 minutes through various digital platforms or service units.
Failure to comply with licensing requirements is classified as a “very serious infraction” under the Brazilian Traffic Code, which carries a fine of R$ 293.47, seven points on the driver's license, and the potential removal of the vehicle. Additionally, the Associação Paranaense de Inspeção Veicular (APOIA) noted that owners who have modified vehicle characteristics—such as fuel systems, suspension, axles, or bodywork—must ensure these changes are technically and administratively regularized, potentially requiring a Certificado de Segurança Veicular (CSV).
