Ecuador continues to navigate a precarious energy landscape driven by climate-related vulnerabilities, specifically low water levels in the Mazar reservoir. To prevent residential blackouts during the dry season, Minister of Environment and Energy Juan Carlos Blum has implemented a strategy to reduce industrial demand. Approximately 150 to 185 large-scale industrial companies (High Voltage 1 and 2) may be required to suspend operations one day per week or reorganize production schedules through November and December, aiming to release between 600 and 1,000 MW from the National Interconnected System. In response to the hydrological deficit, the Electricity Regulation and Control Agency (Arconel) has approved a significant reform to electricity tariffs for high-voltage industrial consumers (AV1 and AV2) for the period of October through December 2026. The new rates represent a substantial increase from the previous average of approximately $0.12 per kWh. Under the new resolution, AV2 consumers will pay an average of $0.29 per kWh, while AV1 consumers will pay $0.30 per kWh, with some peak-period tariffs reaching as high as $0.3509 per kWh. The government stated these adjustments are necessary to cover increased supply costs, including fuel and contracted barges, and emphasized that changes will not affect residential families. However, the Chamber of Industries of Guayaquil has expressed concern regarding the impact of these higher costs on the industrial sector. Following the conclusion of a 72-hour disconnection period on October 1, 2026, the government has moved to implement scheduled 48-hour power disconnections for 9,089 medium and high-voltage companies over a two-week period. This measure, organized by geographic sectors, targets 185 High Voltage 1 companies, four High Voltage 2 companies, and 8,900 medium-voltage companies. Impacted entities include mining firms Ecuacorriente and Lundin Gold, as well as steel producers Adelca and Novacero.
