Ecuadorian domestic security and economic diplomacy

Overview

Ecuadorian President Daniel Noboa is managing simultaneous domestic security challenges and international economic diplomacy. During an official state visit to Beijing, President Noboa met with Chinese President Xi Jinping and Premier Li Qiang to strengthen the comprehensive strategic partnership and attract investment in energy, mining, infrastructure, and technology.

As part of this visit, seven specific cooperation agreements were signed, covering the digital economy, green industries, energy, minerals, infrastructure, and finance. China has committed approximately USD 43 million in non-reimbursable funds to Ecuador. These funds are earmarked for diverse projects, including the acquisition of 125 police patrol vehicles, the modernization of healthcare services—specifically dialysis and operating rooms—educational initiatives, and productive reactivation programs in northern Ecuador.

A significant commercial outcome is the restoration of export access for eight Ecuadorian shrimp processing plants to the Chinese market. Both nations aim to expand the export of bananas, cacao, coffee, and flowers, while working to accelerate the entry of new products. To optimize logistics, Noboa proposed a strategic maritime alliance between the ports of Guayaquil and Shanghai to reduce transport costs and times for goods heading to Asia.

President Xi emphasized that Latin American and Caribbean nations should maintain their autonomy, stating that regional nations have the right to choose their international partners independently and should pursue cooperation based on their own national interests “without external interference.” Following China, the President’s Asian tour is scheduled to continue with visits to Singapore and Vietnam to expand market access for products such as dairy, beef, bananas, and flowers.
