Egypt economic transformation and long-term development
Overview
Egypt is implementing a National Economic Transformation Programme to shift its economic focus from financial stability toward productive, private-sector-led growth. Following efforts to strengthen macroeconomic resilience—noted by official reserves reaching $57.2 billion and improved exchange-rate flexibility—the government is working to integrate fiscal, monetary, and sectoral policies to ensure sustainable growth.
At the Alamein-Africa Forum 2026, Minister of Planning and Economic Development Ahmed Rostam detailed a three-year strategy focused on improving the ‘quality of growth,’ deepening local manufacturing, and enhancing government efficiency. This includes launching a ‘unified licensing window’ to streamline investor procedures and utilizing the ‘State Ownership Policy’ to expand the private sector’s role. The plan also emphasizes digital transformation, human capital investment, and leveraging the African Continental Free Trade Area (AfCFTA) to increase Africa’s share of global trade.
As the current reform program with the International Monetary Fund (IMF) nears its scheduled conclusion in mid-December, Prime Minister Mostafa Madbouly stated that the government is finalizing a national development vision through 2045. This long-term vision aims to operate independently of international institutions, though the IMF has not yet indicated that a new program has been requested. Concurrently, the Ministry of Supply and Internal Trade reported stable strategic reserves for food security, noting that sugar stocks cover over 10 months and poultry stocks exceed five months, while maintaining subsidized bread prices for approximately 65 million people.
