Egyptian tax administration and digital reforms

Overview

Egypt is implementing various tax reforms and digital initiatives across different sectors. The Egyptian Tax Authority has repealed Article 18 of the Income Tax Law to eliminate arbitrary accounting and estimated net profit assessments. This reform mandates that all taxpayers maintain regular books and records, transitioning toward a system based on digital invoices and electronic examinations. Full implementation of this digital-based tax treatment is set for the 2028 tax period.

Simultaneously, the Egyptian Real Estate Tax Authority is promoting compliance through incentives and digital tools. To encourage official registration, residential property owners who file tax returns before the September 30, 2026, deadline are eligible for a 25% discount on taxes due starting next year. In late September 2026, the Ministry of Finance announced an extension for submitting real estate tax declarations until the end of December 2026. The Ministry also extended the period for submitting tax dispute reconciliation requests and granted an exemption from delay penalties for six months, lasting until April 2, 2027, for ongoing disputes.

Finance Minister Ahmed Kouchouk reported significant engagement with the new digital system, noting that over 2 million real estate units were registered via the mobile application within 100 days. To further encourage voluntary compliance, the Authority clarified that while property tax declarations are generally submitted every five years, owners must immediately notify tax offices of structural modifications or changes in unit counts. Regarding inheritance, heirs owning property in common are treated as a single owner for tax exemption purposes, with a limit of up to 8 million Egyptian pounds, unless legal procedures allow for individual exemptions per heir.
