Overview

The Elbe River experienced extreme low water levels in early August, with levels in Dresden dropping to approximately 53 cm, significantly below the usual 1.60 m. This drought-like condition halted most cargo traffic and reduced tourist boat trips. The receding waters exposed historic stone markers known as ‘Hungersteine’, which bear warnings such as ‘Wenn du mich siehst, dann weine’ (‘If you see me, weep’) to signal severe food shortages and droughts.

By late August, water levels began to rise across Saxony and Saxony-Anhalt due to recent rainfall. In Dresden, the level reached 128 cm, nearly tripling the low recorded on August 17. In Magdeburg, the level at the Strombrücke rose to 54 cm from a low of 34 cm, while Torgau saw an increase from 32 to 63 cm. Although authorities noted these rises do not constitute a flood and have decreased wildfire risks, the impact on river transport remains complex.

As of late August, freight shipping on the Upper Elbe remains at a standstill. Despite the recent rise, the Dresden gauge recorded approximately 60 cm, remaining well below the one-meter threshold required for reliable shipping. Sächsische Binnenhäfen Oberelbe (SBO) reports that the resumption of cargo traffic is uncertain and depends on sustained rainfall, particularly in the Czech Republic. The ongoing drought has caused significant logistical disruptions since late April, leaving heavy equipment—including large machine parts, generators, and turbines—stranded in Dresden and affecting imports from seaports.
