EU regulatory actions against Temu

Overview

In July 2026 Hungary’s Competition Authority ordered the Chinese‑owned marketplace Temu to reimburse about 500,000 shoppers a 2,000‑forint rebate each and imposed a fine of 437 million forints. The compensation scheme coincided with a temporary drop in Temu parcel volumes after new EU customs rules removed low‑value‑package tax exemptions.

Earlier in the year the European Commission warned that Temu had obstructed an antitrust and subsidy probe into its Irish subsidiary WhaleCo, refusing to provide records during a planned inspection. The regulator said a confirmed breach could trigger a fine of up to one percent of Temu’s revenue and noted a prior €200 million fine in May 2025 for illegal products.

On 31 July 2026 the Commission sent a formal notice to PDD Holdings and WhaleCo, alleging that Temu obstructed the surprise Dublin inspection carried out between 2 and 5 December 2025 under the EU Foreign Subsidies Regulation. The notice says Temu failed to supply information on its EU‑wide organisation, IT systems and specific books and records. If the breach is confirmed, a fine of up to one percent of total revenue may be imposed. Temu denies the accusations, asserting full cooperation and no receipt of unfair foreign subsidies.
