European parliamentary AI integration

Overview

European legislative bodies are increasingly incorporating artificial intelligence into parliamentary workflows, though with varying degrees of formalization and oversight.

In Germany, the Bundestag announced plans to introduce an official AI chatbot by late 2026 to assist members of parliament and administration with routine tasks like transcription and document drafting. Vice President Andrea Lindholz noted the tool aims to increase efficiency and curb the use of unmanaged ‘shadow AI,’ while cautioning that representatives should not deliver speeches entirely generated by AI to preserve the ‘human touch’ essential to political debate. Beyond the federal level, German institutions like the Federal Employment Agency are also integrating AI, such as the ‘Klara’ voice assistant.

In the Netherlands, investigations by Investico and De Groene Amsterdammer revealed that at least 68 members of the House of Representatives utilized AI to assist in generating texts for parliamentary debates. The study, which analyzed transcripts from the first nine months of the year, found that AI-generated content appears in approximately two-thirds of all Dutch parliamentary debates. Usage spans various political spectrums, with the BBB, VVD, and Groep Markuszower among those noted for frequent use, while parties such as Volt, the SP, and the PvdD reported no usage.

Researchers noted a potential correlation between AI usage and political inexperience, as half of the frequent users were elected within the last year. While some representatives, such as former MP Esmah Lahlah, stated the technology helped condense citizen stories into limited speaking times, others have expressed regret over its use.
