Extremadura public sector labor disputes
Overview
Labor issues in Extremadura have surfaced regarding both unpaid wages and regional salary disparities. Initially, approximately 30 workers for the management company Asistencia Familiar Extremadura (AFEX) reported they had not received August salaries for managing supervised apartments for minors in Cáceres and Plasencia. The Junta de Extremadura acknowledged an outstanding debt of 215,911.43 euros, describing payment as “inminente” (imminent) due to administrative and budgetary transitions.
Following these reports, labor unrest expanded as thousands of workers gathered in Mérida to protest for salary equalization. Organized by the CTSAGEX platform and supported by various unions, the demonstration represented approximately 35,000 public employees from the General Administration and the Extremadura Health Service (SES). These workers are demanding that their pay be brought in line with other autonomous communities to close a reported 25% pay gap. Political representatives, including María Curiel Muñoz of the Socialist Group, criticized President Guardiola for failing to address the issue and urged the government to establish a work calendar and include parity provisions in the 2027 budget.
In response, the Junta de Extremadura has proposed an economic package of approximately 55 million euros to advance salary equalization for General Administration employees. This proposal, intended as a starting point for negotiations with unions, would be distributed in four annual installments between 2027 and 2030. The plan includes 53 million euros, plus a dedicated fund to align the professional categories of the Extremadura Service for the Promotion of Autonomy and Care for Dependency (Sepad) with those of the SES. Hugo Curiel, Director General of Public Function, noted that while the administration is committed to improving compensation, the “available economic margin remains limited.”
