Fatal traffic accident in Santo Domingo

Overview

On August 15, a vehicle collision involving a motorcycle on Avenue Lincoln in Santo Domingo, Dominican Republic, resulted in the deaths of Wilmer Rodríguez and his 21-year-old daughter, Wilkaren Rodríguez, while a third person was injured.

Carlos José Troche Rodríguez, linked to the nickname ‘Nino Dólar’, surrendered to the National Police on August 17 after initially fleeing the scene. Prosecutors allege that Troche Rodríguez, driving a black Chevrolet Tahoe without a valid license, ran a red light, struck a Suzuki motorcycle, and failed to stop, instead accelerating and dragging the victims. The third passenger, Arianna Michelle Ciprian, sustained severe injuries but is reported to be out of danger following surgery.

The Public Ministry has charged Troche Rodríguez with aggravated homicide, arguing the act constitutes ‘eventual intent’ rather than a simple accident. However, legal proceedings faced a significant shift on August 23 when Judge Rigoberto Sena of the Permanent Attention Court declined to hear the request for coercive measures. The judge declared himself incompetent to preside over the matter, classifying the incident as a traffic accident and remitting the case to a specialized traffic court.

This judicial decision has sparked outrage among the victims' families and their legal counsel. They argue that the severity of the driver’s actions warrants criminal prosecution in a permanent attention court rather than being treated as a standard traffic matter. Protesters continue to gather, expressing concerns regarding inequality in the legal system.
