Overview

France’s dual e‑invoicing reform proceeds on schedule. From 1 September 2026 all VAT‑registered firms must be able to receive invoices through a state‑approved platform; from 1 September 2027 they must also issue structured invoices (PDF visual plus XML such as Factur‑X, UBL or CII). Legacy ERP systems often lack native connectors; Microsoft Dynamics 365 will receive a universal connector only mid‑2026, while older versions and heavily customised solutions may need bespoke development. SAP’s Document and Reporting Compliance solution and other vendor‑specific adapters are being promoted. Surveys show 76 % of firms are aware of the deadline, but 36 % of SMEs have not yet selected a platform, citing cost, tool adaptation and limited time.

Non‑compliance triggers escalating fines: €500 notice, €1 000 repeated penalties, plus per‑invoice or per‑e‑reporting sanctions capped at €15 000 annually. The government offers a compliance simulator, a hotline, and accountant‑led guidance. Sector‑specific roll‑outs are under way – auto‑repair garages, furnished‑rental landlords, and auto‑entrepreneur invoicing tools must adopt Factur‑X or equivalent formats, while approved platforms such as NTT DATA’s JOUBINI gain certification.

Parallel reforms require cash‑register software to meet NF525/LNE standards by 1 January 2026, and fiscal‑document retention periods have been extended to ten years. CRM vendors are bundling e‑invoicing modules with GDPR‑compliant data storage, further integrating invoicing into sales, logistics and digital‑marketing workflows.
