Overview

The Dominican Republic has intensified its response to gender-based violence following reports of rising femicide rates. Yanira Fondeur, president of the Fundación Vida sin Violencia, noted an alarming increase in intimate femicides, reporting 70 cases in the first nine months of the year—an increase of 23 cases compared to the previous year. Fondeur criticized existing public policies, pointing out that at least four victims had protection orders in place that failed to prevent the crimes, and called for improved coordination between the National Police and the justice system.

In response to these trends, the Specialized Directorate for Attention to Women and Domestic Violence (DEAMVI), in coordination with the Public Ministry, executed 130 arrest warrants. Authorities also made 46 arrests in flagrante delicto following preventive patrols and citizen reports. The National Police indicated that these operations will become permanent, targeting areas with high incidences of domestic violence.

On a strategic level, the Ministry of Foreign Affairs (MIREX) and the Institute of Higher Education in Diplomatic and Consular Training (INESDYC) have launched training programs to develop a National Action Plan on Women, Peace, and Security. This initiative seeks to align with United Nations Security Council Resolution 1325 by integrating gender perspectives into national conflict management, mediation, and security strategies.
