To address these structural challenges, the Federation of German Industries (BDI) has released a 42-page position paper, ‘Principles of Economic and Trade Policy’, calling for a fundamental realignment of policy. In response, regional governments have implemented deregulation measures. In Lower Saxony, the state government identified 272 regulations to be simplified or abolished, with Minister President Olaf Lies stating the goal is to make administration ‘simpler, faster, and cheaper.’ Similarly, Hesse has introduced the Second Bureaucracy Reduction Act to simplify 168 regulations. However, recent findings suggest these efforts may not be reaching the private sector. A survey by Forsa for the Confederation of German Employers' Associations (BDA) indicates that 98 percent of companies have not experienced relief from promised bureaucracy reductions, with 53 percent reporting an increase in regulatory burdens. BDA President Rainer Dulger has described this ongoing regulatory pressure as a ‘Sisyphus effect,’ where new rules continuously hinder progress. Businesses cite excessive regulation (83 percent), high labor costs (79 percent), and high energy prices (72 percent) as primary risks.
