Germany faces rising debt and political shifts
Overview
Germany continues to balance strong macroeconomic indicators against mounting fiscal pressures. As of mid-2026, the country maintains an employment rate of 81.5% and an inflation rate of 2.4%. However, significant debt expansion is projected to fund infrastructure, climate projects, and the armed forces, with Finance Minister Lars Klingbeil planning to raise more than one trillion euros in new borrowing between 2026 and 2030.
In September 2026, the Bundestag began debating the 2027 federal budget draft, which proposes total expenditures of 555.4 billion euros and over 200 billion euros in new debt. The proposal has faced intense political opposition. FDP leader Wolfgang Kubicki warned of a “debt spiral,” while Alice Weidel characterized the budget as a “capitulation declaration” due to economic concerns.
Fiscal strain is also impacting specific sectors and local governments. The aviation industry, represented by the ADV airport association, is seeking relief from high taxes, noting that the aviation tax is expected to generate 2.06 billion euros in 2027. Meanwhile, the German Association of Cities has demanded 30 billion euros in federal aid to address local deficits.
Healthcare reforms intended to save 16 billion euros face significant pushback. A government austerity package has removed the requirement for health insurance companies to notify members of increases in additional contributions. Consumer protection advocate Ramona Pop warned that members may not notice rising costs until their net income decreases, potentially missing rights to contract termination. Furthermore, pediatricians have expressed concerns that reforms could lead to cuts in preventative care and vaccinations.
