Ghana pursues BRICS partnership and diplomatic expansion
Overview
Ghana has initiated a strategic move to engage with the BRICS bloc to diversify its international commercial and financial relations and reduce reliance on traditional Western partners. Following Cabinet approval, the Ghanaian government formally expressed interest in seeking ‘Partner Country’ status rather than full membership. Foreign Affairs Minister Samuel Okudzeto Ablakwa stated that this status allows for closer economic and diplomatic cooperation without the full obligations required of founding or acceding members.
The move is intended to attract new investment, support industrialization, and foster structural economic growth while aligning with Ghana’s constitutional policy of non-alignment. Recent efforts to operationalize this engagement include meetings between the Ghana Free Zones Authority (GFZA) and a delegation from the BRICS Entrepreneurs Alliance, focusing on furniture manufacturing and business partnerships with Russia.
However, economic analysts have raised concerns regarding the long-term impact of such alliances. Banking consultant Dr. Richmond Akwasi Atuahene suggested in a policy paper that joining BRICS may not resolve underlying vulnerabilities like debt distress and currency depreciation if the country’s fundamental economic structure remains unchanged. He argued that stability depends on transitioning from an economy based on exporting raw materials—such as gold, cocoa, and crude oil—toward one that processes and manufactures finished goods.
In a further expansion of this foreign policy, President John Dramani Mahama has sworn in four new diplomats to Angola, Qatar, Israel, and Switzerland. The President framed these appointments as part of a strategic effort to deepen South-South cooperation and outreach to the BRICS bloc, while simultaneously maintaining existing relationships with traditional Western allies.
