Ghana economic transition and New Economy Programme

Overview

Ghana is transitioning from economic stabilization toward a phase of sustained growth through its “New Economy” agenda. Finance Minister Dr. Cassiel Ato Forson has emphasized that while the nation has managed debt and inflation, stabilization is a foundation for increasing production, exports, and investment to create jobs.

President John Dramani Mahama has formalized a strategic plan to phase out the export of unprocessed mineral ores, including bauxite, manganese, iron, and lithium, by 2030. Speaking at the Mining in Motion 2026 Conference, Mahama stated these resources must be processed domestically to drive industrialization. This initiative is part of a $10 billion New Economy Programme, which intends to inject $2 billion annually over five years into sectors such as agro-processing, industrial infrastructure, and pharmaceutical manufacturing. To support this, the administration plans to introduce legislation, establish processing obligations for mining companies, and restructure operations like the Volta Aluminium Company (VALCO).

Parallel to these industrial goals, the government is implementing a 24-hour economy policy. While the 24-Hour Economy and Accelerated Export Development Secretariat reports progress—noting that 33 companies and 268 filling stations are participating in pilot programs or multiple shifts—the policy remains a point of political contention. New Patriotic Party (NPP) flagbearer Dr. Mahamudu Bawumia has criticized the administration, arguing that macroeconomic improvements constitute a “paper economy” that fails to address the “pocket economy” struggles of citizens, specifically questioning if the 24-hour initiative has delivered on job creation promises.
