Ghana flood mitigation and urban planning efforts

Overview

Following the inaugural Omane Boamah Memorial Lecture, which addressed the need for stricter town-planning enforcement and environmental monitoring to combat flooding in Accra, the Ghana Armed Forces have transitioned from discussion to physical mitigation efforts.

The 48 Engineer Regiment has commenced reclamation work at the Lafa water retention basin in Mallam. Coordinated by the Post-Flood Mitigation Task Force, this operation includes dredging the basin, removing silt and solid waste, and demolishing illegal structures that have encroached upon the water reserve. This project is part of a wider national initiative to restore waterways and drainage channels in areas such as Oyarifa, East Legon, and the Kpeshie Lagoon to mitigate perennial flooding.

Expanding these efforts, the 15 Engineer Brigade has launched a coordinated flood-mitigation programme across the Greater Accra Region. Brigadier General Richard Kinney, Commander of the 15 Engineer Brigade, announced during the Government Accountability Series that the initiative aims to address recurring flooding caused by choked drains, silted ponds, and unauthorized developments in low-lying communities.

Operations have progressed with dredging completed at Oyarifa and demolition and dredging underway at the Tessa Dam on Boundary Road. Military engineers are scheduled to deploy equipment to Abokobi and Teiman for retention pond works, with subsequent interventions planned for a major pond in Damfa within the La Nkwatanang Madina Municipality.
