World Bank upgrades, Senate probe, ADB solar financing

Overview
In early July 2026 the World Bank re‑classified Sri Lanka and the Philippines as upper‑middle‑income economies, citing 5 % real‑GDP growth in Sri Lanka and an average 5.8 % annual expansion in the Philippines. The upgrades were announced alongside moves for Vietnam, Jordan, the Federated States of Micronesia and Mayotte, while India remained lower‑middle‑income. Both nations continue to receive IMF assistance, and the World Bank’s “REGROW” operation for Sri Lanka targets investment climate, trade, finance and women’s employment as growth moderates to around 3 % in 2027. Following the reclassification, the Philippine Senate filed Resolution 505 to launch an inquiry into how UMIC status can be turned into broader social progress, examining remittances, poverty, under‑employment, corruption perception and wealth inequality. The Asian Development Bank’s support for clean energy expanded. On 13 July it approved a US$35 million package of concessional loans and grants to accelerate rooftop solar deployment in Sri Lanka, and a separate US$160 million loan to fund Bhutan’s Solar Farm Expansion Project, adding at least 310 MW of utility‑scale capacity. Both initiatives aim to reduce reliance on imported fossil fuels, lower electricity costs and improve grid resilience. A World Bank report released on 18 July confirmed that none of the 218 economies analysed recorded a decline in GNI per capita in 2026, highlighting the six nations that advanced their income classifications, including Sri Lanka and the Philippines. The report noted higher thresholds for low‑ and high‑income categories, underscoring the significance of the July upgrades. On 25 July, analysts noted that the World Bank still lists India as lower‑middle‑income, citing GNI per‑capita below the $4,515 threshold and structural labour‑market challenges such as low wages and modest participation rates.
