Ghana Water Ltd infrastructure maintenance and revenue loss

Overview

Ghana Water Ltd (GWL) completed the maintenance of the Kpong–Tema transmission pipelines on August 8, 2026, after replacing over 300 metres of deteriorated 21-inch and 42-inch sections. While production at the Kpong Treatment Plant has resumed, Managing Director Adam Mutawakilu noted that a full return to normal supply would not be immediate, as reservoirs and transmission lines require progressive refilling to rebuild operating pressure. During this stabilization period, water demand management and rationing programs remained in effect to ensure equitable distribution.

Beyond the Kpong project, GWL continues to face broader systemic challenges regarding aging infrastructure and significant non-revenue water losses. Managing Director Mutawakilu reported that approximately 47.6% of the company’s daily output—roughly 219 million gallons—does not generate revenue. These losses are attributed to billing gaps, illegal connections, and deteriorating metallic pipes, some of which date back to the 1960s and are prone to rupturing under pressure.

Since March 2026, the utility has prioritized the replacement of obsolete pipelines over network expansion. This strategy has resulted in a gradual reduction of non-revenue water, which decreased from 52.2% in December 2024 to 47.6% by June 2026.
