UNRWA funding shortfall, Gaza reconstruction contested

Overview

By early June 2026 UNRWA recorded a slight dip in global forced displacement to 117.8 million, rising to 129.4 million when stateless and internally displaced persons were added. Crises persisted in Gaza, Sudan, the DRC, Somalia and the Sahel. Brazil saw a record 75,599 asylum applications for 2025, driven largely by Cuban nationals fleeing economic reforms. UNRWA, serving 2.6 million Palestinian refugees, faced a $100 million cash gap, leaving it with only about 27 % of its $3.3 billion budget. The shortfall forced a 20 % cut in service hours, salary reductions and left roughly 15 % of international posts vacant; 390 staff have been killed since the Oct 2023 conflict. Donor contributions lagged: the United States halted payments in January 2024, Sweden reduced its 2025 pledge, and while many donors resumed support, only $829 million of the pledged $887 million has been received. Secretary‑General António Guterres warned on 30 June 2026 that the funding crisis threatens to push UNRWA beyond a breaking point and described Gaza’s living conditions as “absolutely horrific.” At a UN pledging conference on 2 July, U.S. envoy Jeff Bartos labeled UNRWA a “subsidiary of Hamas” and urged a halt to all funding. The United States maintained its suspension, while other donors resumed assistance. On 6 July a senior U.S. official declared that any reconstruction in Gaza will be frozen until Hamas is fully dismantled, rejecting proposals for partial rebuilding or a technocratic administration. Parallel investigations alleged that UNRWA employees participated in the Oct 7 attacks, leading to the dismissal of nine staff members and prompting 17 donor countries to suspend funding. Most of those donors have since resumed contributions, but the controversy deepens questions about UNRWA’s role and future financing. In mid‑July, U.S.
