Google and GovTech Singapore AI cybersecurity partnership
Overview
Google and GovTech Singapore have established a strategic collaboration to bolster cybersecurity and combat scams using artificial intelligence. Announced during Singapore International Cyber Week 2026, the partnership includes Singapore’s participation in Google’s Fairwind Programme, which provides access to tools like the Gemini 4 Argon model and CodeMender harness to identify and patch software vulnerabilities. These tools aim to reduce the time required to fix flaws from weeks to minutes within secure cloud environments.
A central component of the initiative is the development of an on-device scam detection model for Android phones. Utilizing lightweight Gemma models, the system performs real-time, local analysis of conversation patterns in messaging services to identify manipulative tactics. To ensure user privacy and navigate end-to-end encryption, the system employs a “no-egress” design, meaning sensitive data is analyzed on the device rather than being uploaded to cloud servers. The model will undergo local training on regional scam narratives to adapt to evolving tactics.
Google is expanding these security capabilities to hundreds of millions of users across various manufacturers, including Samsung, Motorola, Xiaomi, OPPO, Honor, OnePlus, and Vivo. In October 2026, Google expanded protections to combat fraudulent bank alerts and voice-cloning attacks. This includes the rollout of an ‘Enhanced Protection’ mode for Google Messages. This mode utilizes Android’s ‘Private AI Compute’—an encrypted environment inaccessible to Google—to analyze the intent of messages from unknown senders via Gemini AI models. This feature is an opt-in setting, with advanced link protection currently targeted at select high-end devices, such as the Pixel 10 series and Samsung Galaxy S26 series. The suite also incorporates the on-device Gemini Nano model for real-time scanning of web links to verify the trustworthiness of unfamiliar domains.
