Greece enforces beach fines with drone inspections

Overview

Following the July rollout of stricter beach regulations, Greek authorities have continued to use drones and the MyCoast app to monitor compliance. By early August, the Ministry of Finance’s Land Services reported more than 1,500 on‑site inspections across over 300 beaches, covering about 450 businesses. The inspections identified illegal seafront occupations, excess use of concession areas, blocked public access and missing signage. To enhance monitoring, authorities are utilizing advanced technological tools and remote monitoring in collaboration with the University of the Aegean. Citizens also contribute to enforcement efforts through telephone reports and the MyCoast application. Significant penalties have been issued, including fines of up to €73,000 on Rhodes and €72,490 on Zakynthos. Immediate removal orders, sealing of premises, and further penalties have been applied in Chalkidiki, East Attica, the Cyclades, the Dodecanese and Kavala. Overall citizen complaints have fallen to their lowest level this year, indicating improved compliance with Law 5092/2024. For the season, more than 8,000 concession contracts have been signed – 4,870 directly and roughly 3,130 via electronic auctions – and the enforcement framework remains active. However, recent reports indicate a surge in public complaints regarding illegal occupations. In Tolo, Argolida, a business reportedly occupied beach space without an active MyCoast contract or required QR code. In Rhodes, the ‘Umbrella’ network claims unauthorized occupation is a ‘systematic practice’, with some businesses exceeding permitted areas by several hundred percent. In Naxos, despite more licenses being issued, violations persist, and residents suggest current inspection teams are insufficient to manage the volume of complaints. Concurrently, tax authorities are also conducting inspections in tourist destinations to issue fines and close non-compliant establishments. Enforcement has intensified with heavy fines and sealing orders.
