The framework expands to include digital monitoring for honey production, stricter penalties for zoonosis control violations, and interventions in aquaculture. Furthermore, the reform involves transferring information infrastructure from OPEKEPE to the Independent Authority for Public Revenue (AADE) to enhance oversight from production through to trade.

As of September 2026, the Farmer Card has been activated for producers who have finalized their Single Application for Support (EAE). This activation utilizes a QR code generated through the AADE application, which serves as a digital identity for banks. The QR code provides essential data, including the producer’s Tax Identification Number (AFM), full name, and IBAN for subsidy payments. This system allows credit institutions to evaluate and approve financing requests covering up to 80% of owed subsidies. This funding is intended to cover production costs, such as fertilizers and fuel, rather than acting as a direct subsidy. Once a financing contract is signed, the designated IBAN becomes ‘irrevocable’ and locked until the financing is fully repaid.
